Jerome Horowitz Elementary School holds an Invention Convention, but the principal, Mr. Krupp has banned George and Harold, the fourth-grade heros from The Adventures of Captain Underpants, from participating. To console themselves, they draw a new Captain Underpants comic book: Captain Underpants and the Attack of the Talking Toilets. The boys need to make copies of their comic and decide to use nerdy Melvin's invention, the Patsy 2000. Melvin claims that the Patsy 2000 will bring to life any illustration. Of course, the Patsy 2000 begins to spit out torrents of talking robot toilets. And who better to battle the the toilet terrors than Captain Underpants.

The Waistband Warrior (again with copious help from George and Harold) quickly disposes of the talking toilets, but he must then battle the Turbo Toilet 2000. Unfortunately, wedgie power alone cannot defeat the TT-2000, which swallows the Captain whole. George and Harold have to save Captain Underpants.

George and Harold ran into the school and locked the door behind them. The Turbo Toilet 2000 banged against the door with its fists, shouting, "You boys can't hide in there forever!"
George and Harold ran into the gym.
"I've got a plan," said George. "We need to invent a character who can defeat a giant robot toilet."
"How about a giant robot urinal?" asked Harold. "We can call it The Urinator!"
"No way!" said George. "They'll never let us get away with that in a children's book. We're skating on thin ice as it is!" (106)

As you can see, Pilkey's second Captain Underpants story even spoofs itself and the pushes the acceptable limits of potty humor. This second adventure provides more funny moments than the first in a more coherent story line.
